Your Salem painting questions, answered before anyone calls you
Salem homeowners tend to ask the same few things before they repaint: is the siding dry enough yet, does the painter need a special license for an older house, and does the city care what color a house in Court-Chemeketa turns. Here are short answers, then a free way to hear from independent local painters.

When can exterior painting start in Salem?
Most exterior repaints happen in the drier summer months. Spring jobs are possible in a run of dry days, but siding that has soaked up a winter of Willamette Valley rain needs time to dry out, and a good painter will check it with a moisture meter instead of guessing.
Does a Salem painter need a license?
Yes. Oregon requires anyone paid to paint someone else's home to be licensed with the Construction Contractors Board (CCB). You can look up a CCB number in the state's online license search and see whether it is active, bonded and insured before you agree to anything.
My house was built before 1978. What changes?
The painter's firm also needs Oregon's Certified Lead-Based Paint Renovation (LBPR) license, issued through the CCB, and the crew must follow lead-safe practices when they disturb more than 6 square feet per interior room or 20 square feet of exterior paint. Window replacement counts no matter the size.
Do I need permission to change paint color in a historic district?
In Salem's historic districts, repainting in the same colors is usually treated as maintenance, but a color change visible from the street can trigger Minor or Major historic review under the city's historic preservation code. Call the city's historic preservation staff before you pick swatches.
What about moss and mildew on the north side?
Expect it. Shaded walls under firs and oaks stay damp for months, so most quotes include washing, a mildewcide treatment and a few dry days before primer. Ask each painter how long they wait after washing.
Salem rules that affect a paint job
CCB license
Every paid painting contractor in Oregon must hold an active Construction Contractors Board license, which comes with a bond and liability insurance. Ask for the CCB number and check it in the state license directory before you sign.
Lead-Based Paint Renovation license
For homes and child-occupied buildings built before 1978, the contracting firm also needs Oregon's LBPR license. Getting it starts with an accredited 8-hour RRP course; the license costs $50 and is renewed every year. Oregon runs this program itself under EPA authorisation, so it stands in for EPA's federal firm certificate here.
When lead rules apply
The lead-safe requirements kick in above 6 square feet of disturbed paint per interior room or 20 square feet outside, and for any window replacement. That covers most scraping and sanding on an older Salem exterior. Expect plastic sheeting on the ground, misting instead of dry scraping, and HEPA clean-up.
Historic districts
Court-Chemeketa and Gaiety Hill/Bush's Pasture Park are National Register historic districts with local design review. The city treats like-for-like repainting as maintenance, but a visible color change can need review under SRC Chapter 230, and the commission's guidelines ask for the paint brand, color name and number, and chips. Talk to city staff before the painter is booked.
HOAs and CC&Rs
Planned communities in the South Salem hills and West Salem often have architectural committees. Their approval is separate from any city review and usually takes a meeting cycle, so start early.
Permits
Rot repair that turns into siding or trim replacement can need a permit, and in a historic district even small material changes may need review. Ask the City of Salem before that work starts.

How a Salem request works
Pick how far it goes
Choose Best Price, Fastest Start or Top Quality. That decides how many Salem-area painters see your request.
Tell us what is wet, peeling or historic
Mention moss, soft trim, a pre-1978 build date or a historic district. Painters then arrive with the right questions and the right license.
Compare and decide
Painters contact you directly with questions and estimates. You can hire one of them or none.
Three ways to send your request
The option you pick decides how widely your Salem request is shared. Each painter who responds runs an independent business.
Best Price
Shared with up to 5 painters
Good when you want several quotes to compare and are fine fielding more calls.
Useful for a straightforward interior repaint in a newer Keizer or West Salem home.
Fastest Start
Sent to 3–5 painters
Good when timing matters more than gathering the widest set of bids.
Useful when a dry forecast opens up in late spring and you want to grab it.
Top Quality
Usually goes to 2 painters
Good for detailed or older-home work where you want fewer, deeper conversations.
Useful for a pre-1978 Craftsman near Bush's Pasture Park where lead-safe prep and color review need time.
No lead prices are shown here; the request is free for homeowners.
